LUCC Meeting MinutesMarch 4, 2010 Treasures Report – Jody Ogle· There are still some expenses from the Contractors Breakfast that need to be paid. We had 114 people attend the Contractors Breakfast.· We still have more dues that should be coming in.· Combined balance as of February 28, 2010 - $4835.74 Publicity & Education – Brian Siria · Advertising – There will be 60 radio spots played on KUGN during the month of April at a cost of $1500. The radio spots will coincide with the States advertising.· We will discuss possibly advertising with KEZI at next month’s meeting. That cost would be $500.· The Home Show is next weekend & there are 2 spots still needing to be filled. March 11th from 7:30 p.m. to 9:00 p.m. & March 14th from 12:00 p.m. to 2:00p.m. Damage Report – Eugene Blair· We are missing some numbers from Qwest & Comcast.· Eugene hopes to have a complete list with 2009 percentages at the next meeting. New Business· Ted Jordan will be attending the OUCC Quarterly meeting in Hood River. LUCC group made a motion to pay his hotel & food costs for this trip (2 nights).· Kevin from the OUNC mentioned that the OUNC is meeting to discuss locater training. Their goal is to have a “Best Practices in Locater training”. The OUNC would be responsible for making sure all locaters receive proper training. · Stake Center has been doing locates in our area for about 3yrs for Comcast. · Just this last year they started doing locates for Qwest.· John Zundel is taking over for Larry. He has 10yrs experience with locating.· Stake Center is the largest privately owned Locating company. They do locates in 32 states.· There are 38 locaters in Oregon & Washington.· Currently there are 3 locaters in Eugene/Springfield. Stake Center is looking to hire a 4th person. The 3 locaters have specific area’s they cover, but based on work load, could be pulled from their area to help out somewhere else.· They do not have a locater in Florence but are looking to hire one.· Emergency locates are responded to within 1 hour. If there is a problem & the locater cannot make it within 1 hour the dispatcher will notify the contractor. If there are problems with this….contact John Zundel.· Keith & John start out the day by sorting the work load & assigning it to the locaters. This information is put on what they call a “Daily”. The next day when the “Daily” is turned in, the locate ticket is closed. If you have questions regarding a locate contact the office & they will put you through to the area manager.· Training – The standard training takes 4 to 6 weeks.o The first week is spent going over the 200+ page manual.o 3 to 4 days is spent riding along with a managero Then they spend 3 to 4 weeks riding along with a qualified locater.o After that they do a 70 question test & a field test. · Area Managers are required to check on 3 to 4 locaters per day as long as no emergencies come up. Keith said he can usually get around to all of his locaters once every 2 weeks or so.· Stake Center policy states that flags should be used wherever possible & will be place every 3 feet.· They will only locate private facilities if time allows but there is a lot of paper work involved in doing a private locate.o Rocky Stewart of Hole In One Locating attended the meeting. He does private locates. His number is 541-521-0490 if you have someone looking to have a private locate done. He said he is obtained bonding, but call him. · Stake Center has an On Call Service that handles after hours calls. They will contact the Locater. Once the On Call person has an ETA, they will contact the contractor & inform them. Next meeting April 1, 2010
