LUCC Meeting MinutesAugust 5, 2010 Meeting Minutes from June, 2010 approved Treasures Report – Tammy Den Ouden·         Tammy gave out a copy of the bank statement for the groups to see.·         Steve Parrott from LTD volunteered to be the Treasurer.  The committee approved Steve to be the Treasurer.  Members in meeting today (35 total) also approved Steve Parrott to be the Treasurer for remainder of 2010.    Publicity & Education – Ted Jordan & Brian Siria·         Tammy & Ted presented the Staking University Best Practices Locater training proposal – See proposal for February 17th, 2011.  ·         The cost would be $2809.95 for 75 people.·         Tammy mentioned that LUCC would charge for food - $15 - $20 per person.  This would be decided later.·         It was recommended that each company provide an estimate of how many they would like to attend.·         Tammy asked for the member to vote to authorized going into a contract – members voted Yes to enter into a contract.  ·         It was discussed need to set some criteria around who is signing up due to you don’t want just on organization taking up all the spots.·         Recommended whoever signs up through initial phase needs to be a member in good standing with LUCC.   Damage Report – Eugene Blair·         See attached report. New Business·         Locates for homeowners – it was recommended that locaters try to write clearly when locating for homeowners.  They are not use to reading locate marks & might have a hard time reading them.·         Emergency locates – ODOT called in an emergency locate due to a mailbox that they felt was too close to the road.  The mailbox was 18” from the road & was built of bricks.  ODOT wanted the mailbox moved ASAP so called in the locate.  There needs to be some clarification on what an emergency locate really is.·         A representative from the City of Springfield (??) is looking for volunteer contractors to assist with the Veterans Memorial at Skinners Butte Park.    ·         Scott Higley (??) has been having issues with Locating Inc. & Staking Center.  Locaters not following the instructions on the ticket or not showing up for a locate.  He passed around pictures of the problems they have been having. Program – Ken Beeson from EWEB – Roosevelt Operations Center·         The EWEB Board starting discussing the need to expand in 2000-2001.·         In 2005, EWEB acquired the site at Roosevelt & Beltline.·         21 acres will be developed for business use & 15 acres will be restored wetlands.·         The buildings are concrete tilt construction.·         There are approx. 120 panels.·         The goal is to be LEED Gold Certified by the end of construction.·         Since EWEB will not be connected to the City sewer system, they have installed a wastewater processing system.  Once this water has been processed, it will be used to flush toilets & irrigation.·         Storm water runoff will go into the wetlands.·         There are many skylights and a lot of day lighting.  This will hopefully cut back on the amount of electricity needed.·         The moves will start in mid October and continue through November.·         The Roosevelt site will be a closed campus.  You will have to call ahead and make an appointment if you need to see someone working out there.    Next meeting August 5, 2010

LUCC Meeting MinutesJune 3, 2010 Treasures Report – Tammy Den Ouden·         Tammy was informed this week that Judy will no longer be the treasurer.·         Tammy asked for a volunteer to take over the treasurers duties.·         After the meeting a member from LTD volunteered; however, this will need to be voted on in the August meeting.   Publicity & Education – Ted Jordon & Brian Soria·         Due to hectic work schedules there are no new updates Damage Report – Eugene Blair·         See attached report. Old Business·         Tammy provided information on the OUNC meeting she attended last month.  See attached Highlights & Meeting Minutes.  Also, Kevin with OUNC will email information (attached) New Business·         No meeting in July.·         EWEB’s Ken Beeson will be the presenter in August.  He will talk about the Roosevelt Operations Center Project. Program – Erosion prevention/construction management                        City of Eugene:§  Ed Fredette – 541-682-8471§  Dal Ollek – 541-501-0381§  Steve Norris – 541-682-8423City of Springfield:§  Todd Singleton – 541-726-5931§  Ben Gibson·         To do Right-of-way work in Eugene or Springfield you need a permit.·         City of Eugene & City of Springfield have permits on file to discharge water into the right-of-ways.·         City of Springfield is a little behind the City of Eugene in the permits process.  They both have to follow the same rules but the City of Springfield is still working to get signed off to do all that the City of Eugene can do.·         There are fees for obtaining a permit to work in a city right-of-way.  The counties have their own rules.·         The “Big 3’s” you should have before working in a right-of-way:o   Equipment & materials lined upo   Safety gearo   Storm water protection  ·         Top things to help protect storm watero   Doing concrete work?§  Shop vac – way to capture material.o   Excavating?§  Protect inlet – put block in catch basin.§  There are many options for protecting the inlet.·         Most stuff caught in the inlet guard can be disposed off in the landfill.

OUNC State Officer Meeting

5-21-2010

 

·         Introductions were made

·         This meeting started 7 years ago in Bend – middle of state seems to work well for everyone, so Bend it is.  Normally golfing is a big hit, but this year the snow put a damper on the event.  (Yes, it was snowing in Bend)

·         This is like an office luncheon  - once a year

·         Everyone reported out and/or presented information on their respective Council

o   Central Oregon - Jack

-4 Contractor breakfasts per year in different locations – they figure it’s easier for council to get to them

- attempting to get more contractors involved

-Have pizza tailgates w/giveaways to spark interest and training – try to get different companies to sponsor the lunches.

-typically meetings are Q&A

-Have showed an educational video and powerpoint, which can be shared

-participated in Home & Garden Show – had a drawing for stopping by the booth.  Had $200 worth of prizes to give away.  Had them draw questions out of jar to be put into drawing.

-Used booth kit.

-participate in Public works day, where they give out Digby gift certificates

-Work to Educate kids on locates through Public works day.

-Have Banners ($45 and $90) hanging @ Jerry’s and Home Depot

·         Damage Reporting

-It was noted that every Council should establish damage reporting protocols

-most councils are reporting

-Concern about economic times causing contractors to cut corners

-In LaGrande – every member reports to OUNC their own damages

-some councils even report contract damage, can be confusing, since a lot of information

·         OUNC Concerns

-OCC – really pushing everyone to use the ITIC system.  They will be charging operators more for none ITIC requests (fax, phone calls to 811 etc.) .  In other ways, all ways (but the internet) will have  a higher charge. 

-Some feel they get quicker turnaround with faxes.

-It was noted there is so much heavy advertising to call 811, yet they are pushing for the ITIC System?  There seems to be a conflict there.

·         Reviewed advertisements on OUNC site – these are for everyone to use at their councils.  Check around, as some media will advertise for non profits for free using these advertisements. 

·         Request for Administrative Action Discussion

-Advocate to communicate respectively first.  If that doesn’t work, then file an RA

-Just know need to provide lots of detail when you filed an RA

-Need good documentation

-Noted in Virginia, the law states that every reported damage is investigated and we don’t have the resources to do that. 

·         Follow up Certification for Locators Discussion

-Alaska still brewing at State level for locators to be certified for certain activities.

-OUNC agreed to not disagree with locators being certified.  They are not endorsing this quest, but rather respectively not disagreeing. 

·         Washington Issue

-Still chunking along with the law there on who enforces the digging law there and who owns it? 

-they are reviewing if they should have a state appointment Board or?

-Revenue stream an issue – Alan Lundeen the contact for this in Washington

·         Contractors discussed their individual issues.  ·         Note – Operators are the ones accountable for Locators. 

·         Safety Survey from ODOT will be sent out.

·         It was noted the bar has been raised for locating.  It’s really no longer about locates being accurate (although that’s what it is really all about), it’s more like accountability.  Is the locator on time etc.  The expectations are definitely higher. 

 

Highlights for OUNC Quarterly Meeting – May 21st, 2010

 What are we doing well?

·         Officers elected (or volunteered) each year that keep the council moving forward

·         Members pay their dues so that we can provide education

·         Each year come up with a plan to spend the dues – start with the officers and then incorporate to members

·         Members consistently come and participate (30-45 each meeting)

·         Open Communication

·         Applicable monthly programs

·         Address issues in a respectful manner so that participants can learn for future instances.

·         Successful annual contractors breakfast in February – this year 114 participants.

·         We invest in our participants

·         Officer meetings help keep council organized with who is doing what etc. 

·         Consistent monthly agendas w/a program

 What are the frustrations?

·         Occasional lack of communication in field pops us (sometimes not respectively) in a monthly meeting

·         Public vs Private participation.  Public Agencies (like EWEB and City of Eugene) tend to carry the majority of the responsibility of the council due to private sectors tend not to volunteer as much.  As a result, the same core people tend to be in the officer role – whether they want to or not. 

 What do we charge?

·         $60 a year for contractors

·         $100 for Utilities

·         Our treasurer sends a notice and reports out every month.

 What do we talk about at our local council meetings?

·         Typically, a member will bring up a concern in the field during old or new business and there will be a discussion and agreement to resolve through communication after the meeting with the involved and appropriate parties.  Other members offer ideas or their interpretation of the law. 

·         We always keep a copy of the Standards Manual on hand to refer to.

·         The Programs are usually 20-30 minutes and are generally relevant to a majority of the members in the room.

 Damage Reporting?

·         A damage report is distributed every month in the monthly meeting

·         We have a damage report officer

·         When our advertising is increased, we see a decrease in damages

·         Generally, we get everyone to report.  We do have a couple of organizations that are consistently behind by a couple of months.

LUCC Meeting MinutesMay 6, 2010 Treasures Report – Jody Ogle·         Current account balance as of 4/31/10 - $4671.98·         Dues – Utilities pay $100 per year & Contractors pay $60 per year.·         We still have $1500 in advertising to still come out of the account. Publicity & Education – Ted Jordon·         Instead of spending money on Advertising the Officers met on May 3 & discussed hosting a Locator Training.  Ted was going to contact Staking University to get an estimate.  Tammy was going to look into using one of the Conference rooms at EWEB.o   The group agreed to spend $2,000 - $4,000 on this training.o   Ted was given an estimate from Staking University of $1700 to travel expenses for a 1 day training.o   Ted will look into getting a block of rooms at a special rate for those who have to travel a long distance to attend.o   Tammy reserved the Training Center at EWEB for Feb. 17, 2011.o   Tammy & Ted are hoping that the only cost to participates would be for the catered lunch. Web page – Joe Chavez·         Nothing new to report.  ·         Jody will send Joe the most current member list to put on the website.   Damage Report – Eugene Blair·         So far for 2009 our damages report looks good.  Dig-ins are down from last year.·         If you would like a copy of this report please email This e-mail address is being protected from spam bots, you need JavaScript enabled to view it  Old Business·         Tammy was approved to attend the OUNC meeting in Bend May 21st.  ·         The committee will pay for 1 nights lodging & a meal. New Business·         There will not be a meeting in July.·         EPUD has been having some issues with Stake Center & NW Natural.o   The rep from Stake Center is going to work with EPUD to resolve their issues.o   Carmen with NW Natural is going to look into the issues that EPUD has been having & call EPUD back.     Program Steve Parrott with LTD – Latest on EmX Project·         The EmX Project plan goes over a 25 year period.·         The Gateway extension is the biggest part.o   The EmX will serve Pioneer Parkway to International Way to Riverbend, down Gateway, connecting to Franklin.·         The budget for the Project is $32.6 million Federal, $5.4 million Connect Oregon, $2.8 million LTD for a total of $40.8 million.·         The GPS system on the EmX helps with the responding time since the EmX runs on a single lane road.·         You can purchase EmX tickets at the EmX stations.  The machines do not give change·         LTD is looking into a Guidance System that will help control the EmX run smoother.o   This system can prioritize requests like multiple vehicles in the EmX lane, Emergency vehicles, etc…..o   Currently their working on how to deal with Pedestrian crossings.o   This Guidance system follows a magnetic track on the road.  The magnets in the road will not affect locates.o   With this Guidance System the EmX will be able to pull closer to the loading/unloading platform which will help reduce the risk of injuries.o   Late this summer a Test Production EmX, with this Guidance system, will be running on Franklin.  It will run till early next year.  They will use the data gathered from this test to try & obtain more funding.

LUCC Meeting MinutesApril 1, 2010 Treasures Report – Jody Ogle·         Jody was not able to attend. Publicity & Education – Brian Siria - Ted Jordon·         Advertising – KUGN Radio will be playing ads through the month of April·         There is no other advertising or events planned at this time.  Tammy said she would schedule an Officers meeting to discuss this.·         The Home Show went really well.  We gave away a lot of items.·         Ted provided the group with a handout from the Common Ground Alliance (CGA).  The handout shows that Nascar driver Greg Biffle will have the 811 logo on his car. Damage Report – Eugene Blair·         Eugene provided the group with one damage report showing everything from 1996 – 2009 & another handout for 2010.  The damages have gone down considerably since 1996.·         If you would like a copy of this information, please email Michele at This e-mail address is being protected from spam bots, you need JavaScript enabled to view it  New Business·         Ted Jordan attended the OUCC Board meeting in Mt. Hood.  He was informed that in order to get the $1,000 for the LUCC someone must attend the May OUCC Board meeting.  Brian S will go through the information he has on this & clarify if that is correct.·         Ted also said the meeting was very informative.o   Locate tickets have decreased in the last year.o   The OUCC is encouraging everyone to do locate tickets online.  Tickets done online need a 48 hour lead time to be processed.  If you need a locate sooner, you will need to call.o   OUCC will be spending $43,000 in advertising this year.o   Next year’s calendars will not be mailed out automatically.  If you need the calendars you will need to order them.o   The Rodeo last year was able to get Staking University at a discounted rate of $2244 because of the number of people involved.  Ted thinks we might be able to get a discounted rate on Locater Training if we include the whole west coast of Oregon.o   The OUCC developed a “Locator Best Practices” plan.  The opening statement is:  “Facility Operators must have a plan in place to meet the following Standards; This policy is intended to establish and maintain minimum standards and best practices for performing underground utility locating in the state of Oregon.  The highest priority is the safety of the general public, excavators and the employees of the underground facility operators in the state.”  If you would like a copy of this email Michele at This e-mail address is being protected from spam bots, you need JavaScript enabled to view it  Program Rachel Chilton – City of Springfield, Public Information & Education Specialist – Millrace Restoration Project.·         The Millrace starts at Clearwater Park at 42nd & Jasper it dumps into the Willamette River at Day Island Park.·         History says that in 1852 Elias Briggs dug the Millrace by hand.·         It was used to help power the first mill in the area.·         It’s a big connection to the downtown history in Springfield.·         The Army Cor. of Engineers is helping to fund the project with $9 million.·         Total Millrace is between 3 ½ to 4 miles.  The City of Springfield owns between 3 – 3 ½ miles of it.·         The purpose of the restoration:o   Create a stable Millrace inlet & continue to supply existing water to users.o   Improve habitat conditionso   Integrate the Millrace into the City’s recreation & environment.·         Phase 1:o   Clearwater Park – 32ndo   Relocate the main water line.o   Reroute the inleto   Removal of invasive specieso   Planting of native plantso   Phase 1 is almost complete.·         Phase 2:o   28th – Booth Kellyo   Drain the Pond o   Dam demolition (unsure of who or who this will be done)o   Creating wetlandso   Creating recreational trails.o   Hope to be complete by the end of 2011

LUCC Meeting MinutesMarch 4, 2010 Treasures Report – Jody Ogle·         There are still some expenses from the Contractors Breakfast that need to be paid.  We had 114 people attend the Contractors Breakfast.·         We still have more dues that should be coming in.·         Combined balance as of February 28, 2010 - $4835.74 Publicity & Education – Brian Siria ·         Advertising – There will be 60 radio spots played on KUGN during the month of April at a cost of $1500.  The radio spots will coincide with the States advertising.·         We will discuss possibly advertising with KEZI at next month’s meeting.   That cost would be $500.·         The Home Show is next weekend & there are 2 spots still needing to be filled.  March 11th from 7:30 p.m. to 9:00 p.m. & March 14th from 12:00 p.m. to 2:00p.m. Damage Report – Eugene Blair·         We are missing some numbers from Qwest & Comcast.·         Eugene hopes to have a complete list with 2009 percentages at the next meeting. New Business·         Ted Jordan will be attending the OUCC Quarterly meeting in Hood River.  LUCC group made a motion to pay his hotel & food costs for this trip (2 nights).·         Kevin from the OUNC mentioned that the OUNC is meeting to discuss locater training.  Their goal is to have a “Best Practices in Locater training”.  The OUNC would be responsible for making sure all locaters receive proper training. ProgramStake Center Locating·         Keith Brown – Area Managero   Office 503-261-7440o   Cell – 503-519-7963o   This e-mail address is being protected from spam bots, you need JavaScript enabled to view it ·         John Zundel – Area Manager (Eugene/Springfield)o   Office – 503-261-7440o   Cell – 503-519-9296o   This e-mail address is being protected from spam bots, you need JavaScript enabled to view it ·         Stake Center has been doing locates in our area for about 3yrs for Comcast.  ·         Just this last year they started doing locates for Qwest.·         John Zundel is taking over for Larry.  He has 10yrs experience with locating.·         Stake Center is the largest privately owned Locating company.  They do locates in 32 states.·         There are 38 locaters in Oregon & Washington.·         Currently there are 3 locaters in Eugene/Springfield.  Stake Center is looking to hire a 4th person.  The 3 locaters have specific area’s they cover, but based on work load, could be pulled from their area to help out somewhere else.·         They do not have a locater in Florence but are looking to hire one.·         Emergency locates are responded to within 1 hour.  If there is a problem & the locater cannot make it within 1 hour the dispatcher will notify the contractor.  If there are problems with this….contact John Zundel.·         Keith & John start out the day by sorting the work load & assigning it to the locaters.    This information is put on what they call a “Daily”.  The next day when the “Daily” is turned in, the locate ticket is closed.  If you have questions regarding a locate contact the office & they will put you through to the area manager.·         Training – The standard training takes 4 to 6 weeks.o   The first week is spent going over the 200+ page manual.o   3 to 4 days is spent riding along with a managero   Then they spend 3 to 4 weeks riding along with a qualified locater.o   After that they do a 70 question test & a field test.  ·         Area Managers are required to check on 3 to 4 locaters per day as long as no emergencies come up.  Keith said he can usually get around to all of his locaters once every 2 weeks or so.·         Stake Center policy states that flags should be used wherever possible & will be place every 3 feet.·         They will only locate private facilities if time allows but there is a lot of paper work involved in doing a private locate.o   Rocky Stewart of Hole In One Locating attended the meeting.  He does private locates.  His number is 541-521-0490 if you have someone looking to have a private locate done.  He said he is obtained bonding, but call him.  ·         Stake Center has an On Call Service that handles after hours calls.  They will contact the Locater.  Once the On Call person has an ETA, they will contact the contractor & inform them.  Next meeting April 1, 2010
